Lok Satta refutes charge against Mrs. Pratibha Rao

The Lok Satta Party said in a statement today that its Jubilee Hills Assembly constituency candidate Mrs. G. Pratibha Rao did not give her PAN in the affidavit as she was not expected to.

The party clarified that only those who have over-dues to public financial institutions or dues to the Government have to give their PANs. The party took strong exception to the inference drawn by the National Election Watch that those who did not give their PAN might not have paid their wealth tax or income tax in full.

Mrs. Pratibha Rao has been a regular income tax assessee and her PAN is ACGPG1914P. “The Election Watch inference, as quoted in certain reports, is unwarranted and malicious and intended to tarnish Mrs. Pratibha Rao’s reputation and damage her electoral prospects in the Jubilee Hills constituency.”

Silent revolution under way In AP: Dr. JP

A silent revolution in favor of the Lok Satta is sweeping Andhra Pradesh now and is gaining momentum hour by hour, said Lok Satta Party President Dr. Jayaprakash Narayan here today.

“But the Lok Satta is handicapped by lack of adequate resources and organizational structure to tap it.The Lok Satta is voicing the agony and anguish of the voiceless and is providing a platform for the common man to stage a constitutional revolt. The people, therefore, have to come forward and act as booth and polling agents and ensure their win in the elections.”

Taking part in a ‘Meet the Press’ program organized by the Andhra Pradesh Working Journalists’ Federation, Dr. JP said in reply to a question that “the Lok Satta is handicapped by the dominant public and media prejudice that none could win an election without spending crores of rupees on buying votes with money and liquor. Secondly, it does not have adequate number of local leaders who have guts and leadership, although the party has the power of ideas. Where it has leaders, the media would not give publicity to them. Thirdly, the media ignored the Lok Satta so much that a visitor to the State would feel that the party is not at all existent in the State. After all, the party’s election campaign budget for the entire State is less than half of what a traditional party candidate spends in one parliamentary constituency.”

Dr. JP said the traditional parties behaved as if the people are ignorant and do not know what is good for them. They believe they can win elections by dividing people on the basis of caste or religion or offering short-term sops. They would like to keep the people in perpetual poverty so that they can continue to be in power indefinitely. In contrast, the Lok Satta believes people are intelligent and wise and have their own hopes and aspirations. They have repeatedly demonstrated that when there is a fight between Dharma and adharma, they always stand by Dharma. Today, the people all over Andhra Pradesh are thirsting to change the rotten and the corrupt political system by voting for the Lok Satta. Neither the people at large nor the media in particular have been able to capture the public mood, Dr. JP said.

The Lok Satta is committed to providing opportunities for growth to every child irrespective of its accident of birth in a particular caste or religion, free and quality health care to all, job-oriented skills and livelihood opportunities to all youth, and social security to one crore of poor people, empower people with the formation of district governments and ensure higher incomes to farmers and people in traditional occupations.

In reply to a question on Prohibition, Dr.JP said the Lok Satta stood for strict restriction of liquor consumption as total Prohibition was not a success anywhere in the world and spawned mafias everywhere. “Do not expect the traditional parties to impose Prohibition or restrict liquor consumption since it will be suicidal for them. They believe that without distributing liquor they cannot win votes and they can take the people for a ride if they remain intoxicated.”

Answering a question on the party’s stand on irrigation projects, Dr. JP said big reservoirs are necessary to capture flood flows in rivers in a country dependent on monsoons. But the Lok Satta would not take up a project like the Pranahita-Chevella which involves a capital cost of Rs.38,500 crore and an annual maintenance expenditure of Rs.50,000 per acre and consume one-third of the total power produced in the State. Once the Polavaram and Pulichintala projects are completed, the Nagarjunasagar waters can be utilized to serve Telangana districts. In addition, small lift irrigation schemes can be taken up on the Godavari and its tributaries. The party favored the constitution of a tribunal to decide on the allocation of river waters among different regions of the State.

On subsidies, Dr. JP said his party did not believe in waiving loans, or providing color TVs or transferring cash to people. It subscribed to providing free and quality education and health care and job-oriented skills all of which entailed subsidy but helped people stand on their own feet, contributed to higher productivity and incomes.

On the black money stashed away by Indians in foreign banks, Dr. JP said if the Government of India provided preliminary evidence that the money had something to do with organized crime or fraud, foreign banks could give information. International protocols now provided for such disclosure and the US Government succeeded in making a Swiss bank part with some details. Mr. Koteswara Rao, President of the federation, presided.

Lok Satta Party will produce Dramatic results: Dr. JP

The Lok Satta Party will remain “alive, thriving and kicking” long after the elections are over, irrespective of its performance in the short term, said party President Dr. Jayaprakash Narayan here today. “But the Lok Satta will surprise everybody by producing dramatic results.”

Taking part in a ‘Meet the Press’ program organized by the Andhra Pradesh Union of Working Journalists, Dr. JP said Lok Satta’s political opponents as also the media had contributed to its growth. He pointed out that the traditional parties by relentlessly exposing each other’s corruption have succeeded in promoting revulsion against current day politics in common people. Paradoxically, sections of the media too have contributed to Lok Satta’s growth by downplaying Lok Satta’s impact and triggering a “word of mouth” campaign in party’s favor.

Dr. JP described the response among the public to the party as tremendous. The Lok Satta, he said, has emerged as the voice of the voiceless and as a platform for constitutional revolt against the present, corrupt political system. But the party does not have the organizational structure to convert the tremendous good will in enjoyed into votes. He would, therefore, appeal to the youth to come forward and take up responsibilities as booth and polling agents. Replying to a question on social justice, Dr. JP said that it entailed creating equal opportunities for growth to every child, equal treatment of all in matters of law and justice and proportional representation. Social justice did not mean granting party tickets to those who could afford Rs.5 crore. Pointing out that some other parties too were mouthing Lok Satta slogans like ‘silent revolution’ and ‘change’. Dr. JP explained that real change comes about not by changing the players but in changing the rules of the game. The Lok Satta, he revealed, has allotted the party ticket to 88 BCs, 28 women and 11 minorities. The party is fielding 12 SCs and STs in general constituencies.

Replying to a question on the party’s stand on the Telangana issue, Dr. JP asked whether the demand for a separate State was an end or a means. The Constitution did provide for the carving out of States as also their merger. A mere change of capital without a change in the political setup would not bring about any change in people’s lives.

The Lok Satta proposed to form district governments to empower people. Dr. JP said “the Lok Satta is committed to eradicating poverty in five years since we have the requisite resources and technology. Sixty-two years after the country attained Independence, 80 crore people are living on a per capita of income of Rs.20 a day. In other words, they live on Rs.600,000 crore a year. In contrast, those who have looted the country have stashed away Rs.75 lakh crore of their black money in foreign banks.

Dr. JP said that poverty could be eradicated only with well conceived policies and not gimmicks. Provision of free quality education to every child up to the 12th class, free and quality universal health care, job skills and employment to youth, social security to every family and ensuring higher incomes to farmers and those engaged in traditional occupations alone would eradicate poverty. The Lok Satta agenda included formation of district governments with devolution of resources, powers and personnel and strict restriction of liquor consumption.

Asked whether he could guarantee that the Lok Satta would not degenerate like other parties after elections, he said the Lok Satta could be judged by its credentials. The credit for ushering in historic reforms in governance goes to the Lok Satta. The people can also judge the party by the way it is functioning now. Asked how many seats the party would win, he said it was for the people to decide. All along, the people had been defeating themselves by voting for traditional parties. Asked which party the Lok Satta Party would support in case the election results in a hung Assembly, he said the Lok Satta would support those who subscribed its manifesto containing 50 guarantees to the public.

Lok Satta candidate of Repalle passes away

The Lok Satta Party today expressed is profound grief over the death of Mr. Tummala Satyanarayana Choudary (59) its candidate contesting the election to the Repalle Assembly constituency.

Although he hailed from a family of freedom fighters, he had kept himself off politics. But he joined the Lok Satta Party a few months ago, drawn by its ideals. It was distressing that he died of a heart attack even as he led the party towards victory, said Lok Satta Party President Dr. Jayaprakash Narayan here today.

Dr. JP pointed out that since the Lok Satta Party is not recognized as a party, the election in the Repalle constituency will take place. He wanted the voters to vote for the whistle, although the candidate is no more as a mark of respect to the deceased leader and protest against traditional party politics.

Every third Lok Satta candidate is a BC

Every third person fielded by the Lok Satta to contest the elections to the Andhra Pradesh Assembly belongs to the backward class. And unlike those of other parties, the Lok Satta contestants are from poor and middle class BC families.

The Lok Satta and its ally Backward Class United Front together are contesting 271 of the 294 Assembly seats. Of them, the Lok Satta has fielded 81 and the BC United Front 14 BC candidates. In addition, the Lok Satta and the BC United Front have given representation to 44 SCs, 16 STs. 30 women and 8 minorities. The physically challenged and former naxalites are among the candidates chosen. The Lok Satta is contesting in 33 of the 42 Lok Sabha constituencies. More than 50 percent of candidates are youth.

Disclosing this at a media conference here today, party spokesmen V. Laxman Balaji and Dr. P. Bhaskara Rao said that although the Lok Satta was committed to giving 33 percent representation to women, not many with leadership qualities had come forward to seek the party ticket.

They pointed out that while all other parties chose candidates who could spend the highest amounts, the Lok Satta chose its candidates on the basis of their integrity, leadership qualities and their commitment against luring voters with money and liquor.

The Lok Satta had attracted a large number of prospective candidates because of the opportunities it provided to the hitherto unrepresented common people, they said. In future, the Lok Satta Party will name candidates chosen by people in a secret ballot and make the screening committee redundant.

The spokesmen appealed to the people to come forward and shoulder responsibilities as polling agents since the party belonged to them and not so some leaders.

About Dr Jayaprakash Narayan sir

Dr. Jayaprakash Narayan is a physician by training who went into the Indian Administrative Service in the aftermath of the Emergency and failure of the Janata Experiment. He was a topper in the IAS exam. During the 16 years of distinguished public service in various capacities, he acquired a formidable reputation in the State of Andhra Pradesh.

Some of his major accomplishments while in government

As Joint Collector, he worked for the speedy rehabilitation of 8000 youth from displaced families of Visakhapatnam Steel Plant
As Collector of Prakasm of District, he was instrumental in the creation of a record 2,00,000 acres of irrigation , the largest such program with direct participation of people
As Collector of East Godavari District, he spearheaded the reconstruction of drainage and irrigation network in Krishna and Godavari deltas.
He served as Secretary to both Governor and Chief Minister of Andhra Pradesh.
He worked on strengthening of the credit cooperatives and making them independent of government control.

His other accomplishments include several major policy initiatives, including

empowerment of parents in schools
speedy justice through rural courts
economic reform and restructuring of AP
development of the Infocity in Hyderabad
the much-acclaimed law for self reliant cooperatives (1995)
empowerment of local governments and stakeholders

In spite of an impressive personal achievement, Dr Narayan's experience in government convinced him that faulty governance process was the biggest hurdle to India and Indians achieving greater success. And what India needs today is a fundamental change in the rules of the game and not a periodic change of players.

In order to translate his vision into practical reality, he resigned from Service (IAS) in 1996, and worked with like-minded colleagues for the formation of Lok Satta and is currently its National Coordinator. Lok Satta has now emerged as India is leading civil society initiative for governance reforms. It has wide reach, name recognition, credibility and passive support of about 20% of the population of Andhra Pradesh. Lok Satta is now building alliances across India. State-level initiatives are encouraged based on Lok Satta's experience. These initiatives in a few major states will then build a common platform for national effort for governance reform. Lok Satta is primarily focusing on Maharashtra, West Bengal, Tamil Nadu, Karnataka, Orissa and Gujarat in this quest for building a national platform.

Dr. Narayan has been felicitated with several laurels.

Resolution

The following resolution has been adopted unanimously to form Lok Satta Party in the Meeting of all district preparatory committee members held on 1st October 2006 at its state office in Hyderabad.

Among nations liberated after the Second World War, India has a unique record of successful, continuous, functioning democracy. Competitive elections, genuine political freedoms, peaceful transfer of power, and real authority vested in elected governments make our democracy robust, stable and vibrant.

The spirit of nationalism and liberal values on which our struggle for liberation from colonial yoke was founded led to a humane Constitution. The Constitutional goals of liberty and democracy, unity and integrity, peace and harmony, equity and justice, and dignity and opportunity continue to guide our quest for a better India.

In the first phase of democracy after freedom, democratic foundations were laid and new institutions were nurtured with care and foresight. In the second phase, political monopoly gave way to fierce competition and contention for power. The people humbled mighty governments and influential politicians time and again. But even as political players in office have been changed with unfailing regularity, the rules of the game remain unchanged. Our political system is trapped in a vicious cycle. A culture of politics-as-business has taken a vice–like grip of our democratic process. Huge investments in elections – largely to induce or browbeat voters through illegitimate means – to acquire elective office and abuse of public office for private gain in search of multiple returns on investment have become the dominant features of our democracy. Outstanding politicians of integrity, credibility and unimpeachable record of public service do exist in all parties across the spectrum. But such public men and women are increasingly marginalized in our polity. In general, a vast rent-seeking industry has come into existence, making public good an incidental by-product of politics for private gain, not the primary purpose of political activity.

The mainstream political parties have shown some willingness to address this decay in the public domain. Disclosure of candidate details, political funding reforms, limiting the size of council of ministers, strengthening anti-defection provisions, and right to information law are some of the concrete expressions of the resilience and dynamism of our political system in recent years. However, it is increasingly clear that the mainstream parties have neither the will nor the energy needed to bring about far-reaching political reforms.

Even as the decline in our polity continues, newer challenges are emerging. The vast majority of Indians is denied the opportunities to participate in wealth creation in a growing economy. Centuries of discrimination by birth is aggravated by the failure of state to create opportunities for vertical mobility through education, healthcare and skill promotion. Economic growth itself is imperiled, thanks to governance and political failure. The danger of the looming agrarian crisis, resultant rapid urbanization accompanied by high crime rate is complicated by criminalization of politics and partisan control of police apparatus. All these challenges need robust and mature responses from the political and governance system. But the polity, steeped in a culture of politics-as-business and power-as-private-property, is incapable of addressing them swiftly or sufficiently.

It is in this context that many concerned citizens have come to the inescapable conclusion that we need to foster a new political culture, based on internal democracy of parties, transparency in political funding, probity in public life, and robust policy responses to growing challenges. We need to mobilize public support for such a new political culture, and make it viable and sustainable. Only when public support is demonstrated through voting will the mainstream parties undertake the necessary political reforms to transform the nature of our politics. All parties have outstanding men and women whose integrity, competence and commitment are beyond question. But most mainstream parties are currently trapped in a vicious cycle, and such elements are increasingly isolated and helpless in shaping events. Only a broad political movement which can galvanize public opinion and prove the electoral support for clean politics will generate forces for transforming our polity.

In this background, we, like-minded citizens hereby resolve to launch a political Party which will endeavor to establish a new political culture and create new and people-centered politics for a new generation of Indians. Lok Satta Party will work towards specific, tangible aims and objectives listed in Article II of the Party constitution.

Lok Satta Party’s goals are national, and unity and integrity of India are of paramount concern to all of us. The new Party’s concerns will transcend religion, region, caste and language. Lok Satta Party will work with like-minded individuals and groups in all regions and states to build a nation-wide movement for a new political culture.

Membership

The Party shall have two categories of members
- Primary Members
- Active Members
The General Council of the Party shall have the power to create other categories of membership from time to time.
The primary membership of Lok Satta Party is open to any Indian citizen who has attained the age of 18 years and who abides by the Party’s constitution.
Any individual who has a prior record of indulging in criminal, corrupt and/or morally reprehensible behaviour will not be eligible to be a member of Lok Satta Party.
In addition to meeting the criteria for a primary member, an active member shall satisfy the criteria prescribed for active membership.
Primary and active members of the Party shall pay the prescribed membership fee.
The enrolment and renewal of membership shall be as per the procedure prescribed.
Both primary and active membership shall ordinarily be valid for a period of 3 years from the date of enrolment. However, in an election year, membership is renewable before a date specified by the Party irrespective of the date of enrolment.

What does LOK SATTA emblem signify?

The Party flag shall also serve as the Party logo.
The flag shall be in the form of a rectangle of dark blue colour and bearing a pure white circle, centered in which shall be a five-pointed star of the same colour as the rectangle. The dimensions, relative spatial arrangement and colors of the flag shall be as prescribed.
The dark blue colour symbolizes the vastness, depth and inclusive nature of the ocean in which all streams finally merge.
The five-pointed blue star signifies that the Party sets its course by the twinkle of the distant star, and not by the lights of passing ships. The five corners of the star stand for the five pillars of a true democracy:
1. Liberty
2. Self-governance
3. Citizen empowerment
4. Rule of law and
5. Self-correcting institutions.
The white colour of the circle stands for purity. The colour symbolizes unity of purpose and action amidst the diversity in religion, region, caste, language and beliefs.

Land Records and Stamp Duties

There is no clarity on land survey records and land ownership titles. This is resulting in disputes and land grabbing. Rationalization of stamp duty with land prices has not been done, which is giving tremendous scope for black money and corruption. Lok Satta government will remove this irrationality pertaining to land records and registration duties.

Right to Vote

The Right to Vote is the foundation of a democracy. The fates of governments and the collective fate of citizens is decided by the voters. However, serious flaws in the voter rolls have a capacity to fundamentally alter the people's mandate. These flaws are facilitating serious voting frauds, such as large scale voter impersonation, and denying legitimate voters the right to vote.

Lok Satta Movement has been fighting ceaselessly for a decade to reform the voter registration process. Now, Lok Satta government will guarantee all the necessary support to the Election Commission of India and the Union Government to ensure error-free voter rolls.

49. Correction of Voter Rolls

Lok Satta government will guarantee that every eligible person in the state becomes a registered voter.
Citizens can access their voter's lists at the nearest post offices throughout the year.
Voter registration will be done in an easy, accessible, simple and transparent manner at the local post offices through out the year.
Special measures will be taken to remove ineligible and fake voter names from the voter rolls.
Latest computer and internet-based technologies will be employed for effective revision of voter rolls.

Removing Regional Disparities

There are serious regional disparities among different states of our country. Similarly, we have regional inequalities among different regions in a state. Even in a district there are disparities among different mandals. Fruits of development are not reaching all people equitably. If these disparities are not addressed immediately, then they may generate friction among various sections of the society with tragic, undesirable, and even violent outcomes.

Lok Satta government will strive to remove disparities at various levels and will take immediate measures to ensure sustainable and balanced development of all the regions.

48. Removing Disparities in Regional Development

Lok Satta government will take cognisance of people's perception on the existing regional inequalities. To remove these inequalities, Lok Satta will work within the framework of the constitution and will take the following immediate measures:

As per Article 321 D of Indian Constitution, Regional Boards with necessary legal powers will be instituted to remove regional disparities in the state by the Lok Satta Government. Further, establishment of District Governments and allocation of funds on the basis of development indicators is guaranteed.
Lok Satta Government will duly implement all agreements, legislations and government orders that have been formulated so far to address the regional inequalities in the state. District-wise budget allocation will be done.
Lok Satta government will appoint an independent commission to examine water allocation among different regions and its recommendations will be fully implemented.
Growth corridors comprised of education zones, agricultural zones and industrial zones will be operationalised for the rapid development of backward areas in the state.
There will be strict restrictions on usage of productive agricultural lands for non-agricultural purposes. Permissions for non-agricultural usage will be granted only after the farmers have been guaranteed a better life.
Usage of natural resources for the development of tribal areas. A guaranteed share for the tribals in the income generated from the use of natural resources.

Reforming the Functioning of State Legislature

People are constantly and carefully monitoring the functioning of our legislature through media. They notice that political parties in the legislature are increasingly getting mired in the current corrupt, and power hungry political culture. As a consequence, the people's basic needs are taking a back seat, and the peoples mandate is losing its meaning. These developments indicate that our democracy is facing a serious threat.

Therefore, there is an urgent need to reform the functioning of our legislative assembly. This should become the platform for a democratic debate and an instrument to effectively monitor the functioning of the government.

46. Standing Committees

Lok Satta government will guarantee special legislations for creation of Standing Committees on key public issues and sectors.
Standing Committees will play a pivotal role in policy making of the government. Standing Committees will give MLAs an opportunity to gain knowledge, expertise and skill in various fields.
These committees will have oversight and monitoring powers over various government departments. These committees will be empowered to carry out thorough public hearings, to discuss and consult experts on key public issues, to draft bills, laws, and implement policy.
The government should take cognizance of the recommendations and reports of these committees.
Appointments to constitutional offices in the state and key government departments should be approved by these committees.
Lok Satta government will take necessary steps to enhance the respect for legislative bodies.

47. Reforms to Functioning of Legislative Assembly

Lok Satta Government will guarantee the following legislative reforms:

A clear code-of-conduct for all legislators and stringent action against those violating it.
A legislator will loose his membership and will be expelled from the house, if he conducts himself in a manner that results in gross violation of basic democratic norms and/or misuse of office.
Clear guidelines will be developed to ensure strict time limits for assembly sessions and speeches of its members.
MLA Constituency Development Funds (MLALADS) will be abolished and those funds will be directly allocated to local governments.
Necessary measures will be taken to restrict the executive powers of the MLAs. There will be clear delineation between executive and legislative functions. MLAs will not have any role in running local governments and in government boards.
Special incentives for MLAs such as quotas in petrol-bunks, gas connections, telephone connections, and house-sites will be completely abolished.
Lok Satta government will ensure that all recognised political parties will be provided with necessary staff and assistance to work on policy matters.
MLAs will be provided with necessary training and appropriate staff to assist them in carrying out their duties efficiently.

Abolishing Caste

Discrimination by birth is still prevalent in our society and is a powerful source of inequality and internal strife. The current political culture exploits this by dividing our people further for narrow political gains with temporary and short-sighted solutions. Discrimination by birth is uncivilised, undemocratic and violates basic human rights. Lok Satta will start a reform movement to remove discrimination by birth and to build a unified society

45. Abolishing Caste within One Generation

Lok Satta government will guarantee equal opportunities for growth to all, irrespective of caste, religion, gender, and financial status.
Lok Satta government will work tirelessly to abolish caste within one generation.
School, College and University educational records will not refer to the caste of the individual, except in the case of beneficiaries from schemes pertaining to SC, ST and BC.
Lok Satta Government will ensure that students from all castes live together in hostels. All government constructions will ensure that people belonging to different castes stay together.
Abolition of caste will figure prominently in school education and necessary changes will be made to the curriculum. This will pave the way for emergence of a non-discriminatory society.
Irrespective of caste and religion, all children and youth from poor families will be given 10% bonus marks at the time of entrance examinations, higher education and employment. This will ensure an equal playing field for the disadvantaged to compete with children from richer sections of the society.
Special incentives for inter-caste married couples and their children.
Lok Satta Government will create an asset for the poor from the discriminated sections.
Modernization of various professions to enhance incomes, and ensure respect and opportunities for all who practice them.
Special efforts will be taken by Lok Satta Party for the political empowerment of discriminated castes and sections.

Social Security for All

About 90 per cent of workers are in the unorganized sector and many of them are daily wage earners. A bout of illness or an accident or the onset of old age means absence of daily earnings and severe financial stress for the families. The government is not coming to the rescue of these unorganized sector workers and the indigent.

Lok Satta government will ensure social security, financial assistance and social justice the exploited sections of our society. These sections include: small farmers, agricultural labourers, hawkers, handicraft workers, handloom workers, toddy tappers, carpenters, potters, blacksmiths and other traditional services; construction labourers, contract workers, casual labourers, coolies/hamalis, rickshaw drivers, auto- rickshaw drivers, taxi drivers and truck drivers; unorganised labourers in private schools, shops, nursing homes and related services; DWCRA, DWCUA and other women groups.

43. Social Security for one Crore Families

Lok Satta government will guarantee financial security of Rs. 1 lakh for one crore low-income families in a span of seven years.
For the first time in the country social security will be ensured, with necessary legal provisions, to all families in the unorganized sector who earn a monthly income of less than Rs.5000.
Under the scheme, a family that saves Rs.400 a month will receive an equivalent matching grant from the Government so that in seven years, it will have accumulated upto Rs.1,00,000 including interest.
Upon the maturity of the account, the account holder can withdraw all of the amount, or he/she can receive a monthly pension every month.
In case of an emergency, the account holders can withdraw the money saved.
The corpus will enable the family to take up an economic activity of its choice and lead an honorable life without any crutches.

44. Security for Vulnerable Sections

Lok Satta government will guarantee social security to poor citizens with no source of income and to people who need state assistance.
Lok Satta government will ensure corruption and delay-free pensions for the elderly, widows, and the absolute poor who have no source of income.
Enhancement of incomes will be ensured by modernizing handicrafts.
Physically challenged citizens will be provided with financial security and special incentives.
Senior citizens, ex-servicemen, and retired employees will be made partners in social service and necessary special incentives will be provided.

Combating Corruption

Corruption has become a defining feature of both the administrative and the political apparatus in the state. Distribution of liquor and vote buying have resulted in the spiraling of election expenditure. To recoup the money spent during elections, elected representatives have institutionalized corruption in contracts, tenders, transfers, postings and land grabbing.

Lok Satta government will usher-in a corruption-free governance process.

41. Police for Public Service

Lok Satta Government will constitute a special court in each district to try charges of corruption against elected people's representatives and officials.
Through special laws, illegal assets and properties of corrupt politicians will be seized and redistributed for public purposes by the government.
An independent anti-corruption mechanism will be instituted. Wide-ranging powers will be given to the Lok Ayukta.
An independent Ombudsman will be created in all districts to investigate allegations of corruption, abuse of authority, and official misconduct in local governments. The Ombudsman will punish, and if necessary remove from service, officials who are found to be guilty.

42. Transparency and Accountability

Implementation Right to Information Act fully and stringently.
Citizen charters for all government offices and services with a mandatory compensation ranging from Rs. 10 to Rs.100 to be paid to citizens on a daily basis for delay in services.
Public Hearings and social audit for all government projects and government programmes will be conducted to ensure transparency. Beneficiary selection will be done in Gram Sabhas.
Digitizing government records/documents and proactive disclosure of all information.
A round-the-clock call center will be established in all districts and cities to receive and act on various civic complaints. Immediate computerization of civic complaints, alerting relevant officials. Action on the civic complaints will be taken in a time-bound manner

Justice For All

Our legal system has become ponderous, excruciatingly slow and inefficient. Political interference has become a major obstacle in the effective functioning of police. Delays have become a defining feature of our judicial system. Lok Satta Government will bring about systemic reforms in policing and judiciary to ensure equal justice for all.

39. Police for Public Service

Lok Satta government will guarantee that all crime investigation is made independent of unwarranted political interference.
Comprehensive reform of crime investigation and law and order divisions of Police Department.
FIR will be filed for all the complaints received in the police station.
Mandatory video recording of police interrogation.
"Orderly System" will be abolished.
Police recruitment will start at Sub-Inspector (SI) level. Respect, dignity and opportunities for all police personnel.
"District Forensic Lab" in all districts to speed up criminal investigation.

40. Speedy and Accessible Justice

Lok Satta Government will establish local courts in every mandal to guarantee justice within 90 days. These local courts will be an integral part of the existing judicial system, and will dispense justice in the local language.
Cases that call for an imprisonment for less than a year, and civil disputes involving upto Rs.1,00,000 will be taken up by these local courts.
Depending on the situation, collection of evidence and investigation will be carried out at the site of dispute.
Lok Satta government will establish an independent institution of 'Special Prosecutor' headed by a judge in every district.
Depending on the local requirements additional criminal and civil courts will be established to expedite the prosecution of various cases.
The functional and territorial jurisdiction of local courts and local police will be the same to ensure justice delivery.

Rigorous Liquor Control

Over 75 lakh families are experiencing the pernicious impact of liquor consumption in the state. Government policies are encouraging many to become alcoholics, which is generating severe financial stress in many families. Increased consumption of alcohol is resulting in deterioration of health standards and early mortality. Tragically, children are paying a heavy price as they are left to fend for themselves. To address this sad state of affairs, Lok Satta government will implement strict measures to control liquor consumption immediately.

35. Ban on Private Liquor Shops

Lok Satta government will guarantee the banning of all liquor sales through private outlets, and auctioning of liquor licenses.
Sale of liquor will not be treated as a source of revenue by the government.
Instead of existing 6,800 liquor outlet, not more than 1000 licensed liquor outlets will be permitted in the state.

36. Removing Belt-Shops

Lok Satta Government guarantees complete ban on sale of liquor in villages and in low-income localities.
Complete ban on belt-shops, which are having harmful impact on the lives of the poor.
Lok Satta government will eliminate the menace of illicit and country liquor.
A de-addiction unit will be established in every Mandal to treat alcoholics.

37. Ban on Public Liquor Consumption

Lok Satta government will guarantee the prohibition of public consumption of liquor.
Both public consumption of liquor and appearing in public in an inebriated condition will be deemed as a crimes.
Public consumption of liquor will be permitted only in select hotels and tourist places. Consumption in sitting-rooms will be prohibited. Liquor will not be available on any highways.
Stringent punishment for committing crimes or causing accidents in an inebriated condition.

38. Powers to Panchayat

Lok Satta government guarantees full powers to Panchayats to search, to confiscate, and to produce suspected offenders in court in cases pertaining to illicit and country liquor.
Panchayats and local women's group will be empowered to take tough action against illicit liquor consumption.
Stringent action will be taken against any Panchayat, up to dissolution, which fails to prevent the sale of illicit liquor and/or close down belt-shops.

Agriculture

About 70 per cent of population still depends on Agriculture. Farmers are struggling against insurmountable odds such as insufficient extension networks, dilapidated rural infrastructure, lack of timely credit, inappropriate trade and marketing policies, low capital formation, poor technology, and low value addition. Over 70 percent of farmers are not able to access bank credit and latest technological innovations. Exploitation of farmers at markets and by middle men has become regular phenomenon. Lok Satta Government will address this sorry state of affairs and will transform agriculture sector into a profitable industry.

30. Quality Power Supply to Farmers

Agricultural transformers will be separated, and power with stable voltage and will be guaranteed; farmers will be compensated by the Lok Satta Government for motors burnt on account of voltage fluctuations.
Villages will be guaranteed 24-hour power supply through decentralized distribution.
Additional funds will be granted to enhance the quality of power distribution.

31. Agri-Clinics - Prosperity to Farmers ('Rytusiri')

Lok Satta government will guarantee the establishment of 'Rytusiri' Agri-Clinics.
Farmers can access various services at the Agri-Clinics such as:
- Quality seeds, pesticides, agricultural instruments at affordable prices.
- Provision to sell all agricultural produce at profitable price.
- Farmers can access the Agri-Clinic round the clock for advice and services.
- Latest market information.
- Free Soil Testing.
- Free veterinary services.
One fully computerized Agri-Clinic will be established for every 3,000 acres.
All agricultural equipment and implements will be made fully tax-exempt. Farmers can purchase all agricultural equipment at factory prices.
Agri-Clinics will facilitate collective selling of farmers' produce to retail chains and super markets at profitable rates.

32. 'Akshaya' - Credit to Farmers and Tenants

Lok Satta government will guarantee Akshaya Cards to all farmers for accessing credit depending on his/her land holdings and other properties. Depending on family and agricultural requirements credit will be extended on over-draft basis.
Every Farmer will have an account in cooperative and commercial banks.
All farmers will get direct access to loans, and usurious lending practices will be prohibited.
Special arrangement for farmers to access credit.

33. Farmer Controlled Market Yards ('Rythe Raju')

Lok Satta government will guarantee the democratization of market committees. Elected Farmer's Committee will manage market yards. Lok Satta Government guarantees corruption-free market yards.
Facilities to ensure direct selling at the Market Yards. Integration with retail chains, information on global markets and opportunities to export will be provided at the market yards.
Market Yards will have storage facilities and pledge loans will be guaranteed on stored produce.
Cold storage units and radiation units for various agricultural produce, specifically for perishable items such as fruits and vegetables.
Quality seeds, pesticides, and agricultural equipment will also be sold at the Market Yards. Depending on the market, Seed-Centers will be established.
Modern abattoirs and other facilities will be established for production and export of meat.

34. Agro-Industries to Guarantee Crop Prices

Lok Satta government will guarantee the establishment of agro-industries that will ensure minimum support prices for fruits and vegetables.
Provisions to sell at minimum support prices even if prices plummet in the market.
Agro-Industries that enhance the value of crop will be established.
A state federation of agro-based industries to sell their produce will be established. Government will provide a subsidy to this federation if necessary.
Training to children of farmers and employment in agro-industries.

Health for All

Our public health system and preventive care are in disarray. As a consequence, lakhs of families are experiencing severe financial and emotional stress. There is a high reliance on out-of-pocket payments for health care, which is imposing disproportionate burden on the poor and many of them are falling below poverty line. Further, lack of quality maternal and child care is contributing to high infant mortality rate.

Lok Satta government guarantees high quality health care for all. A citizen can exercise his right for quality health care at any hospital (public or private) and the government will bear the expenses. Lok Satta government's health care policies will ensure that families will no longer have to worry about which hospital to access, and how to generate resources in case of an illness.

27. Quality Health Services

Lok Satta government will guarantee
- All Primary Health Centers will work round the clock.
- They will be equipped to deal with deliveries and other emergencies
- 30-100 bed-hospital for every of 75,000 people
MMR vaccines to all infants to protect from these diseases.
Every district will have a super specialty hospital. In order to access quality health services, patients will no longer have to travel outside the district.

28. Free and Universal Health Care to All (Aarogyaraksha)

A patient can go to any government hospital or accredited private hospital of his/her choice and get free treatment and Lok Satta government guarantees a Health Card for this purpose.
All expenses for diagnosis, in-patient care, operations and medicines for in-patients will be borne by the Lok Satta government
Everyone can access high quality health care for wide range of illnesses such as malaria, heart diseases, maternal care, typhoid, stomach pains and so on.

29. Public-Private Partnership in Health Services (Ubhayatarakam)

Along with government hospitals free health care facilities can be availed at small private hospitals and clinics
Standardization of costs and protocols for patient care. Hospital will be reimbursed the costs of care every month based on the patients handled and standard costs
Patients will be free to visit the hospitals and doctors of their choice, and the money will follow the patients to the best doctors and hospitals.
Private doctors can use the facilities of government hospitals.

Skills and Employment for Youth

More than 10 lakh youth in Andhra Pradesh are unemployed due to lack of skills and/or opportunities. Lok Satta government will guarantee adequate skills and employment for our youth in the private sector. The newfound ability of our youth to contribute to society will be a source of confidence for them. If someone is willing to start their own business, Lok Satta government will provide special training, loans, and required facilities. Every hard working youth will be given an opportunity to stand on his/her feet.

23. Guidance for Youth

Lok Satta government will guarantee skills training for youth to prepare them for the changing needs of the market and society.
Youth will be given free training in over 200 guidance training centers across the state.
Based on the nature of the course, training will be provided free for 3 to 12 months.
Monthly stipend of Rs.1500 will be paid to trainees.
The design and implementation of courses will be done in collaboration with industries and banks.

24. Provisions for Employment

Lok Satta government will guarantee every skilled youth an opportunity.
For employment of every trained youth, Lok Satta government will arrange placements across the globe.
Lok Satta government, as a duty, will provide fundamental facilities to whoever is willing to take up their own business or profession.

25. Employment Opportunities in Government

Lok Satta government will guarantee additional 1,50,000 jobs in education, health, crime investigation, justice, and basic service delivery.
The distribution of power supply will be decentralized, and as a result, 60,000 people will be provided jobs locally in administration of power supply.
Additional employment will be given to the youth in the services offered by public-private partnerships.
District governments will be formed, and additional employees will be deployed to administer these district governments.

26. Development Brigade

A Development Brigade will be established to provide youth with opportunities to voluntarily participate in services designed for national development.
Lok Satta government will guarantee that 1,00,000 youth will be selected every year for the Development Brigade. These youth will be trained in the various sectors which are required to fulfill local needs. These youth will be paid a Rs. 3000 per month incentive for their 2 years of service to the country.
Lok Satta government will implement a policy to ensure that at any given point in time, 2,00,000 youth will be working for the Development Brigade.
Local governments will utilize services of these youth in education, healthcare, agriculture, and the war against corruption and alcoholism.

1000 Small Towns in Andhra Pradesh

Large numbers of people are migrating to big cities in search of employment and basic amenities/facilities such as hospitals and quality schools. On an average 5000 people per day migrate to cities in our state, and a large number of them end up in slums. Due to the absence of basic infrastructure in rural areas, villagers are forced to commute to distant cities for even the smallest problems.

In order to address these problems Lok Satta government will develop 1000 small towns, which will result in integration of rural areas with urban economy. Migration to urban areas will be prevented by creating modern facilities, employment opportunities, and good living conditions in the rural areas.

16. Small Towns will be Developed

A town within a radius of 10 km of every village will be developed by Lok Satta government with all necessary infrastructure at a cost of Rs. 25 crores.
1000 such small towns will be developed across the state. These towns will be identified and developed based on road connectivity, natural resources, human resources and agricultural produce in neighboring villages.
These towns will be endowed with quality educational facilities, health services, clean and safe drinking water supply, drainage, public parks, library, skills training, small industries, and transport facilities, making these small towns economic hubs and magnets for local migration.

17. Urban Amenities in Rural Areas

Lok Satta government guarantees access to quality urban amenities and services to all villages.
All towns will be connected with neighbouring villages by roads and bus facilities.
In the small towns, an E-seva center will act as an inter-face with the government, computer center and skills training centers will be established.
Each small town will have a 30 bed-hospital which will become a hub for '108' services.
All small towns will have agricultural markets and cold storage facilities.
These small towns will become nodal points for agri-clinics in neighboring villages.

Gram Swarajya

70 percent of our population lives in villages, and many of these citizens do not have access to basic amenities, such as clean drinking water. Absence of basic infrastructure and minimal delivery of services have made living conditions miserable. To compound this misery, corruption, nepotism, and favoritism are preventing common people from reaping the benefits of various government programmes. Lok Satta government will take concrete steps and measures to create basic amenities and proper living conditions for all.

5. Funds for Villages

Lok Satta government will guarantee funding of Rs 1000 per-capita per year for developmental activities to every Panchayat (this is in addition to existing funding).
For a population of 1000, a panchayat will receive Rs. 10 lakhs in additional funding.
A panchayat with 10,000 population will receive Rs. 1 crore in additional funding.
These funds will build capacities of local governments to fundamentally improve the living conditions in villages.

6. Safe Drinking Water for Every Village

Lok Satta government guarantees establishment of water treatment plants in all villages to ensure clean and protected water supply.
All treatment plants will be equipped with filtration and disinfecting equipment.
Periodic water testing to ensure quality of water supply.
Panchayats will be equipped with necessary funds and management powers to ensure quality water supply. Stringent action will be taken against panchayats if they fail to perform this important function. If situation demands panchayats will be dissolved.

7. 'Jala Raksha' - Combating the Menace of Contaminated Water

Reverse-Osmosis and De-Mineralization plants will be established in all villages that are suffering from high fluoride and excessive salt content in water.
Local youth/village youth will manage these plants under the supervision of panchayats.
Even remote villages will have high quality water supply to ensure healthy living.

8. 24 hour power to every village

Lok Satta government will guarantee continuous, uninterrupted 24 hour power supply to all villages.
Agricultural power transformers will be separated and quality power supply without voltage fluctuations will be ensured.
Farmers will be compensated if pump-sets burn out due to voltage fluctuations.
Local governments will be empowered to mange local power distribution.

9. No more Public Defecation

Lok Satta government will guarantee a toilet with a septic tank to every house.
Health and dignity for women, children and the elderly.
Ban on public defecation.
Gram Panchayat will be empowered to construct toilets with public funds and enforce ban on public defecation.
Stringent action will taken against panchayats, including dissolution of panchayat, if they fail to perform this important function.

10. Villages Connected by Roads

Lok Satta government will guarantee high quality all weather roads connecting villages to nearby towns.
Panchayats will maintain the roads and necessary funds will be devolved.

Bus services to every village will be operationalised by Lok Satta government.
A minimum of four trips per day. More trips based on local requirements.

Many districts in Andhra Pradesh are bigger than nearly 100 countries in the world. There is no reason why people in a district should come to Hyderabad to get their problems solved. This negates the very notion of self-governance. In order to bring governance closer to people, every district will have a District Government with all necessary powers. All local governments will be empowered with funds, functions and functionaries. Lok Satta government will bring in an institutional revolution by ensuring a Citizen centered governance process that will establish the link between taxes and services.

1. Elected District Governments

Lok Satta government will guarantee the establishment of a directly elected District Government for each district of the State.
Each district will have a directly elected premier who will Head a Cabinet of District Ministers to administer the district.
District Collector will act as the Chief Secretary to the District Government.
District Ministers will be in-charges of various portfolios such as school education, health care, agriculture, animal husbandry, basic amenities in villages and cities, employment generation, social security for poor, civil supplies, social welfare, and other local issues. Necessary funds will be devolved to local governments.

2. Empowered Local Governments

Lok Satta Government will guarantee the empowerment of district governments, panchayats and municipalities with full decision-making and implementation powers on subjects that fall within their purview.
Laws will be suitably enacted / amended to empower district governments, panchayats and municipalities.
Local governments will be responsible for providing safe drinking water, sanitation, drainage, roads, housing and implementation of various programmes, issuance of certificates and other basic amenities. Necessary funds will be devolved to local governments

3. Substantial Funds for District Government

Lok Satta Government will guarantee that 50 % of the State's annual planned budget will be transferred to district governments.
All the funds pertaining to various sectors that are being governed by the district government will be transferred to district government.
In addition to the existing funds, every panchayat, town and city in the District will get Rs 1000 per-capita every year for developmental activities. For a population of 1000, a panchayat will receive Rs.10 lakhs of additional funding. A panchayat with 10,000 population will receive Rs. 1 crore of additional funding. Similarly, for a population of 1 lakh, the panchayat will receive Rs. 10 crore as additional funding.

4. Public Participation in Governance

Lok Satta government will guarantee that people will be direct participants in the functioning of the local governments.
Committees comprised of elected stakeholders, local government representatives, and experts will manage education, healthcare, civil supplies, irrigation, and market services at the local level.
Ward committees in all municipalities and corporations comprised of members from each polling station will be instituted.
Heads of all the panchayats, municipalities, corporations and district governments will be directly elected by the people.
All government orders, instructions and files will also be maintained in Telugu.

Lok Satta today is the largest organization in India working for democratic reforms. The Lok Satta movement has brought about a few significant results in terms of governance and in other areas. It is true that people have pinned some hopes on the movement and want it to continue doing the good job. But what has become obvious is that the only result of the five-year periodic change of guard has been a change of players. What is needed is a fundamental change in the rules of the game.

The political parties don't have a clear purpose or vision to bring about fundamental changes to the Indian body politic. Even if there is will, they have not the power. The political parties are caught in a vicious circle. I believe that, at the top level, some of the political parties want to bring some change. But they have become badly dependent upon the dubious elements and practices prevalent for their own existence. Candidates are spending huge amounts in elections. They pollute the entire body politic trying to recover that money. Political parties are finding it impossible to come out of the present political culture.

Both our economy and society have been moving forward making good strides. Due to the intrinsic strength in our society, inspite of the drawbacks in governance, our economy is surging forward with a growth of 8 to 9%. It could have been even better, but our social and economic development is being held back by our corrupt politics. With this, our vehicle of development has on one side the wheel of a jet aircraft while on the other that of a bullock cart. If we don't correct it, our economy will be in shambles leading to more chaos.

It has become impossible for people to carry on any kind of commercial activity while withstanding competition without indulging in corruption. Right from allotment of land to industries, excise taxes, and payment of day to day taxes, corruption has become omnipresent. It has been proved through studies that in the absence of corruption, our economy would grow by at least 2 to 3% more. This is not a small number. Corruption in politics is holding back creation of wealth and employment.

All this is leading to disappointment with life for many. While a few are getting opportunities and are cashing in, a lot more find no space in the society for them, leading to heartburn. Villages and city slums are tragedy-struck with no way out for their peoples. The fate of an individual is decided by the chance of birth. Children from poor and lower caste households are deprived of good education leading to bleak futures. Their only hope for vertical social mobility, education, is not within their reach. While they are exposed, through the media, to dazzling lifestyles of a fortunate few, they see no way to escape out of their own dark and dull lives devoid of opportunities and hope. This is leading some of them to harbor resentment against society. This resentment and absence of a way out is leading some to adopt illegal ways for achieving wealth while the collective angst is leading some to take to violence in the name of annihilation of privilege and redistribution of wealth. The middle and higher classes feel insecure in this kind of atmosphere. They want the government to strengthen the criminal justice system and assure peace even by using force. But we need to realize that what we are witnessing is not merely a law and order problem. It is a social situation created by denial of opportunities to some sections of society. We need a strong political will to take steps to mitigate the grievances of the dissatisfied lot. This is utterly absent in the prevailing political culture.

In these circumstances, a new political party should mean not only the entry of a set of new faces into politics. We need to redefine politics and usher in a new political culture that recalls the political ethics of the likes of Gandhiji and Ambedkar. We can change the status quo when we prove that people are able to discriminate between good and bad and are ready to welcome a new political culture. Lok Satta has only responded to the clarion call.

How is the party going to win elections when it seems impossible to win without money and muscle? How do you plan to collect the required funds?

It is true that political parties need funds to make their ideas reach the masses, to create awareness about party activities and seek people's cooperation, and for other such activities. However, the majority of present days? electoral expenditure is only to spend for unlawful activities like buying votes in elections, employing muscle power etc. The two should not be confused.

Due to the advocacy efforts of Lok Satta, basic changes have been made to the laws that regulate the collection of funds by political parties. Now political parties can receive funds openly from individuals and institutions and there is even income tax exemption for such donations. As a result, collecting election funds from the people within the guidelines of law is not difficult.

Unlawful expenditure in elections is a serious problem. However, the voters are forced to sell their vote for short-term gains while their long-term future is at stake. We have to wean away people from this habit. They have to be made aware that they can change their own lives using the power of vote and that there is a direct relation between their vote and the quality of life they get. Also 20 to 25% of the educated citizens have become alienated from the political and electoral processes. We have to make them participate in the electoral process. We have to mobilize the masses for this second struggle for freedom.

How is the party going to be different?

This is a very important question. We cannot hope to bring in a new political culture just by voicing slogans about it. We have to practice what we preach, within the structure of our own party and be the change that we want to bring into politics, in general.
We have to concentrate on two issues:

1. How we organize our party and run it.

2. What will be the party's policies and how we empower people towards achieving the objectives? What targets we aim to achieve through our actions.

We have taken the following steps for addressing the above two issues.

• The Party is organized in a completely democratic manner right from the village level. Leaders will be elected by voting through a secret ballot. We have evolved our own constitution to abide by and our own independent mechanism that will organize internal elections periodically in a fair and objective manner.

• All decisions to be taken in a democratic and transparent manner.

• To preclude the possibility of dictatorship rearing its head at the top level, the top level leadership should be elected on the widest possible basis. We need to be extra careful in electing the top leadership as it affects the morale of the whole party.

• Provisions are made in the party constitution even to recall elected leaders if necessary, especially the top leadership.

• Candidates for elections will be selected not in the name of the party high command, but by members of the party or by representatives of the party through secret ballot.

• To accept donations only in the form of checks. To use the funds for lawful activities. Otherwise, we too will become a part of the problem.

• When it comes to the day-to-day work of the party, we should take up only those issues that are relevant to people's lives. Politicians should not use public forums to cause inconvenience to ordinary people by bringing their lives to a standstill or to clean their dirty linen.

Since its inception in 1997 Lok Satta Movement has been the driving force of political and governance reform agenda in India. The last decade has been very productive in terms of several key improvements in our governance .

With the objective of deepening the political and governance reform movement and creating a new political culture Lok Satta Party was launched in 2006. Leading civil society activists of India today regretted that democracy in the country has been turned into kleptocracy and underlined the need for a thorough cleansing of the political system.

Taking part in a media conference organized in connection with the launching of a 'Surajya' movement under the auspices of the Lok Satta Party, they said the future would be doomed if attempts are not made to save democracy now.

The participants included Mr. Sandeep Pandey, Magasasay Award winner, Ms. Madhu Kishwar, doughty warrior for women's rights and Editor, Manushi, Mr. R. Desikan, famous consumer activist and founder, Catalyst Trust and Dr. Jayaprakash Narayan, Lok Satta Party President.

Mr. Sandeep Pandey and Mr. Desikan released a booklet on 'Surajya' movement brought by the Lok Satta Party.

Mr. Sandeep Pandey said that "politics has become a profession and not service. People invest in politics so that they can reap huge returns on coming to power. Corruption has been integrated into politics as a result of which funds are siphoned from Government schemes meant for development".

Mr. Pandey pointed out that all parties have become anti-people. Parties don't function on democratic lines and some of them have become dynastic. In Left parties, the decision making is centralized.

The country is running the risk of losing even its sovereignty since decisions on crucial economic issues are made outside Parliament. He commended the Lok Satta for presenting a clean alternative.

Ms. Madhu Kishwar commended the Lok Satta Party for adhering to the legacy left by Mahatma Gandhi, Baba Saheb Ambedkar and Shaheed Bhagat Singh at a time all other parties used them as mere totems. She praised the Lok Satta Party for having a national vision at a time the so-called national parties in Maharashtra shamelessly surrendered to the attacks on non-Maharashtrians in the recent past.

Ms. Madhu pointed out that sovereign citizens have been turned petitioners in the present system. She appealed to people to shed their illusion that a Mahatma would rise and rescue them. Instead, every one should strive to change the system. She hoped that the Lok Satta Party will bring about a paradigm shift in Indian politics.

Mr. Desikan said that in the Indian set up, panchayats have been stripped of their powers. He pointed out that politicians floated colleges and hospitals merely to make money and not to serve the public.

Dr. Jayaprakash Narayan said that the 'Surajya' movement aims at cleansing the political system, put an end to abuse of power, and 'legal plunder', and ensuring that all, irrespective of their birth status, have growth opportunities, that all are equal in the eyes of law and justice, and that people enjoy power at their doorstep.

In the morning, a conference of Surajya activists took place at the Press Club.

Lok Satta campaigning vigorously

Lok Satta Party contesting in the Assembly by-polls in Greater Hyderabad, with the hope of bringing about New Political culture is goingon with vigorous campaign. Khairatabad Party candidate Mr. Katari Srinivasa Rao was recieved by the people with splendid response in his Padayatras at Miyapur and Chandanagar on Saturday. The campaign slogan 'Blow the whistle, Save the City' (Seeti Bajao, City Bacho), as the Party was given the whistle as their by-election symbol, impressed many people.

"The people are expressing their solidarity in a big way to the ideology of Lok Satta. We are hoping that this by-election will bring a big change in the present political system" said Mr. Srinivasa Rao.

"This year IAS topper Mr. A. Karthik also said that his role politician is Dr.Jayaprakash Narayan, whcih symboliges that the youth are in favour of Lok Satta New Political Order" he added.

Dr. Jayaprakash Narayan is a physician by training, a public servant by choice, and a democrat by conviction. He joined the IAS in 1980. During his 16 years of public service in various capacities, he had many accomplishments to his credit. He is still remembered fondly by the people of the districts he once worked for. Some of his achievements include

Rehabilitation of 8000 youth from displaced families of the Visakhapatnam Steel Plant.
Designing the reconstruction of drainage and irrigation network in Krishna and Godavari deltas.
Strengthening the credit cooperatives and making them independent of government control.

Dr JP was involved in formulating major policy initiatives such as developing an Info‑City in Hyderabad to facilitate the growth of the software industry. Hi‑Tec City, as we all have witnessed, has grown into one of the most prominent IT hubs of India.

In spite of an impressive personal achievement, Dr. JP’s experience in government convinced him that faulty governance process is the biggest hurdle in India’s path of progress.

In order to translate his vision into practical reality, he resigned from the IAS in 1996, and with like-minded citizens formed Lok Satta Movement in 1997. Lok Satta has now emerged as India’s leading civil society initiative for political and governance reforms with wide popular base in Andhra Pradesh.

Over the last decade, Lok Satta has significantly influenced India’s democratic evolution. Some of the milestones include:

Blaming Constitution unwarranted: Lok Satta

HYDERABAD: Lok Satta Party president Jayaprakash Narayan has said that blaming the Constitution for the failures of people was totally unwarranted.
Reacting to the reported remarks of Congress MP V. Arun Kumar against B.R. Ambedkar, Dr. Narayan stated in a press release that every Indian should respect the Constitution to preserve liberty, promote unity and help the disadvantaged sections overcome problems. The Constitution was a product of labour of love of some of the finest and most liberal-minded citizens who led the country to freedom.
It reflected the noblest human aspirations in the modern age while preserving India’s great traditions. Emphasising that the problems of people were not on account of the Constitution, Dr. Narayan said it was the traditional political parties and shortsighted and self-serving leaders who let down the country. The need of the hour was to reshape politics and transform the political culture.

About Dr Jayaprakash Narayan
Dr. Jayaprakash Narayan is a physician by training who went into the Indian Administrative Service in the aftermath of the Emergency and failure of the Janata Experiment.
